Hinsdale exploring options for 9-1-1 dispatch

An article in The Doings Hinsdale recently highlighted the pressing need for Hinsdale to reconsider its approach to managing emergency dispatch services. Hinsdale officials are actively exploring ways to reduce costs while enhancing the reliability of their emergency call system. Currently, the village relies on Southwest Central Dispatch for handling 911 calls for both its police and fire departments. However, dissatisfaction with the existing arrangement has prompted discussions about transitioning to an alternative provider.

Hinsdale initially made the switch to Southwest Central Dispatch back in 2010, opting to join a regional center to cut costs. At the time, this decision saved the village significantly—approximately two-thirds less than what it would have cost to maintain an in-house dispatch system. However, recent developments have raised concerns about sustainability. The village board has now decided to withdraw from Southwest Central by the end of April due to rising operational costs and declining satisfaction with the service.

One issue stems from the fact that DuPage County’s Emergency Telephone System Board collects 911 surcharge fees from Hinsdale residents but has chosen not to pass these funds along to Southwest Central. To partially offset this, Hinsdale currently pays around $34,000 annually for landline users and an additional $23,000 per month as a subscription fee. Village officials worry that if they stay with Southwest Central, they may soon face an even larger financial burden tied to wireless users, potentially reaching up to $150,000 annually.

Compounding these challenges, Southwest Central Dispatch is planning to construct a new facility, which could lead to significant long-term debt obligations for member municipalities like Hinsdale. If Hinsdale remains affiliated with Southwest Central beyond this year, it risks being held accountable for contributing to this expense.

Moreover, there are growing worries about the reliability of Southwest Central’s equipment and backup systems. A memo from Hinsdale's Police Chief Bradley Bloom, alongside other key officials, outlines concerns regarding potential disruptions in emergency response capabilities. In light of these issues, Hinsdale is seriously contemplating a move to DuPage Public Safety Communications (DuComm), a local agency praised for its advanced technology and robust infrastructure. Notably, residents already contribute to funding these programs through their 911 surcharges, making the transition seem logical and cost-effective.

As the debate continues, many in Hinsdale hope that shifting to DuComm will address both fiscal and operational shortcomings while ensuring timely and efficient responses to emergencies. It remains to be seen how this decision will unfold, but one thing is clear: change is on the horizon for Hinsdale’s emergency dispatch setup.
