Excerpts from the Kane County Chronicle: Leaders of the Fox River and Countryside Fire/Rescue District are facing serious financial challenges following the failure of their April referendum, according to officials. Board President Jim Gaffney announced that the district plans to ask voters for a tax increase again, this time on the March 15 primary ballot in 2016. In April, residents rejected a similar proposal by a 3-to-1 margin, according to records. "If this doesn't pass next March, we won't be able to pay our staff at all during the 2017-18 fiscal year," Gaffney warned. The board will review a tentative 2015-16 budget that includes spending cuts and delayed equipment replacements at its next meeting on Monday, June 22, at 7 p.m. The meeting will take place at Fire Station Three, located at 34W500 Carl Lee Road in St. Charles. Gaffney mentioned that the district could potentially be dissolved, but only through a voter initiative. If that happens, the state fire marshal would step in and reorganize the district into smaller ones covering areas like Elburn, South Elgin, Bartlett, and West Chicago. The Fox River Fire/Rescue District was formed four years ago and serves parts of St. Charles, Campton, and Wayne townships in Kane and DuPage counties, as well as sections of Wayne and Campton Hills. Unaudited year-end figures for 2015 show the district has only $47,877 in reserves. Without any budget cuts, projections for the 2016 fiscal year suggest a nearly $500,000 deficit. Due to financial constraints, the district can no longer replace employees who leave for better-paying jobs. Equipment such as fire trucks and ambulances are also being postponed, Gaffney said. Three firefighter/paramedics and two officers have already left for better opportunities, with no replacements planned. This move saves the district around $240,000, but it's still far from covering the cost of new vehicles—fire trucks alone are estimated at $450,000 each, and ambulances at $250,000 each. The district’s attorney, Ken Shepro, emphasized that replacing aging equipment is essential for public safety and compliance with state regulations. Starting this week, the district will operate with just 21 personnel, reorganized into shifts to ensure all stations remain open without any layoffs.
