U.S. Anti-Dumping Preliminary Production of Polyvinyl Alcohol in Taiwan, China

On September 8, 2010, the U.S. Department of Commerce issued an announcement to make anti-dumping preliminary decisions on polyvinyl alcohol originating in China.
On October 4, 2004, the US Department of Commerce conducted an anti-dumping investigation on polyvinyl alcohol originating in Taiwan, China, and the product's customs code was 39053000. On October 29, 2004, the United States Court of International Trade made no damages. On April 20, 2010, the U.S. Department of Commerce issued an announcement that, because the complaining party would not indict damages to the U.S. International Trade Tribunal, the U.S. International Trade Commission amended the non-damage decision to damage the award. The International Trade Tribunal affirmed the ruling. However, the importer DuPont Company appealed the amended affirmative ruling to the United States Federal Circuit Court of Appeals. On December 23, 2009, the Circuit Court of Appeal affirmed the damage ruling. On March 25, 2010, the US International Trade Commission notified the US Department of Commerce of the preliminary results of industrial damage. The preliminary date was July 18, 2010. On July 17, 2010, the complainant Sekisui Specialty Chemicals America, LLC. submitted an application requesting the extension of the preliminary determination.
