The “Eleventh Five-Year Plan†for Energy Major Provinces to Create Energy-saving Chemicals
In the five key coal chemical industries—fertilizer, methanol, calcium carbide and acetylene, crude benzene, and coal tar—high-energy-consuming projects will be strictly prohibited. Instead, advanced technologies will be promoted to drive sustainable development. Energy saving has become a central focus in the "Eleventh Five-Year" development plan recently completed by Shanxi Chemical Industry, with the goal of building an energy-efficient chemical industry.
The province is prioritizing improvements in these five sectors. In the fertilizer industry, advanced coal gasification technology will be adopted to enhance urea production from coke oven gas. Efforts will also focus on heat and power integration, waste heat recovery, and the development of new ammonia synthesis towers and large-scale low-pressure synthesis systems. Urea modification technology will be used to increase efficiency and utilization rates.
For the methanol industry, there will be a push for centralized processing of coke oven gas into methanol in regions with high concentrations of coke production. New coal gasification and low-pressure synthesis technologies will be promoted, especially in areas using low-quality coal. Large-scale methanol facilities will be developed alongside downstream deep-processing projects to maximize value.
In the calcium carbide and acetylene sector, the focus will be on building more than 25,000 kVA hermetic calcium carbide furnaces, while promoting microcomputer control systems. Dust removal and exhaust gas utilization technologies will be introduced, along with heat recovery from powder and furnace gas. Advanced ion-exchange membrane caustic soda technology will be encouraged in the chlor-alkali industry, and comprehensive utilization technologies like large polymerization tanks and calcium carbide slag-based cement will be promoted in the PVC industry.
The crude benzene industry will see stricter macro-control and improved management. Acid cleaning refining methods will be phased out, and advanced hydrogenation and extraction processes will be implemented to raise quality and profitability.
For coal tar processing, the focus will be on layout optimization, resource utilization, and secondary product development. Projects with less than 100,000 tons of capacity will be banned, while larger continuous distillation units with over 150,000 tons capacity will be encouraged. Secondary concentrated processing of coal tar products will also be supported to improve efficiency and sustainability.
Overall, the emphasis is on modernization, efficiency, and environmental protection across all coal chemical sectors in Shanxi.
