Among them, nine provinces and municipalities such as Shanxi, Jiangsu, Fujian, Chongqing, and Qinghai extended the tuition-free scope to all secondary vocational students. Free tuition funds are subsidized by vocational schools for vocational education. Subsidy rates range from RMB 2,000 to RMB 4,800 per student per year.
According to Ge Daokai, Director of the Department of Vocational Education and Adult Education of the Ministry of Education, after the free entrance to the school, the cost of attending school has been significantly reduced and the education has been promoted. The free admission of secondary vocational education is a general trend.
The rapid development of China’s economy requires high-quality skilled professionals in various industries. School-enterprise cooperation has become a breakthrough in the development of vocational education. According to statistics, China has set up about 700 vocational education groups, covering more than 100 industry sectors, nearly 20,000 enterprises, more than 700 scientific research institutions, more than 50% of secondary vocational schools, and more than 90% of higher vocational schools.
There are more than 22 million secondary vocational education students in China, accounting for nearly half of the students in senior high school. There are nearly 10 million higher vocational students, accounting for more than 40% of students in higher education institutions. Under this background, the examination reforms for higher vocational colleges also deepened, and nearly 500 colleges and universities with more than one million enrollment have been piloted in the “skills + knowledge” test mode, in order to establish examination admissions that meet the growth laws of skilled talents. Ge Daokai said that the current conditions for running vocational education are far from meeting the needs of the development of vocational education, and that the teaching staff is also facing a lack of both quantity and quality.
