The meeting believes that proper response to climate change is related to the overall situation of China's economic and social development and the fundamental interests of the people, and it is related to the well-being and long-term development of the people of all countries. As a responsible developing country, China advocates joint efforts to tackle climate change through effective international cooperation. We will adhere to the basic framework of the "United Nations Framework Convention on Climate Change" and the "Kyoto Protocol", adhere to the principle of "common but differentiated responsibilities," and stand for strict compliance with the Bali road map mandate and strengthen the "Convention" and the "Protocol" in a comprehensive and effective manner. Continuously implement the plan and consider mitigation, adaptation, technology transfer and financial support in an integrated manner to promote positive results at the Copenhagen conference.
The meeting pointed out that at the recent climate change summit convened by the United Nations, President Hu Jintao on behalf of the Chinese government has indicated to the international community China's principled position on the issue of climate change and clearly stated that China will take major measures in response to climate change. The Standing Committee of the National People's Congress made a resolution on actively responding to climate change. The conference pointed out that China has always attached great importance to the issue of climate change, and has unswervingly followed the road of sustainable development. The meeting proposed that in the face of the severe challenges of climate change, we must implement the scientific development concept in depth, adopt more powerful policy measures and actions, accelerate the transformation of development methods, work hard to control greenhouse gas emissions, and build a resource-conserving and environment-friendly society. . The meeting decided that by 2020, China’s CO 2 emissions per unit of GDP will fall by 40% to 45% compared with 2005, and will be incorporated as a binding indicator into the long-term plan for national economic and social development, and corresponding domestic statistics, monitoring, and assessment methods will be formulated. The meeting also decided that through the actions of vigorously developing renewable energy and actively promoting the construction of nuclear power, China's non-fossil energy will account for about 15% of primary energy consumption by 2020; through afforestation and strengthening of forest management, the forest area will increase compared with 2005. With 40 million hectares, the forest reserves have increased by 1.3 billion cubic meters compared with 2005. The meeting emphasized that China is in a critical period of building an overall well-to-do society and is at an important stage of accelerating industrialization and urbanization.
